Mercosur : les négociations touchent à leur fin, tandis que la France hésite

Trois jours à peine après sa prise de fonction, Maroš Šefčovič, le nouveau commissaire européen au Commerce, multiplie déjà les “contacts supplémentaires avec ses homologues, également dans les prochaines heures”, a rapporté Sabine Weyand, cheffe de la DG Commerce, aux députés européens mardi, confirmant des informations relayées par POLITICO.

À première vue, cette dynamique pourrait représenter une grande victoire pour l’Allemagne ainsi que pour Ursula von der Leyen, sa représentante à la Commission européenne. Pourtant, cela risquerait également de créer un précédent embarrassant pour la France, qui a rarement été isolée sur la scène européenne.

Le sommet du Mercosur, prévu vendredi à Montevideo, est probablement l’ultime chance de finaliser cet accord dans l’immédiat. “Le conclure maintenant serait gagnant-gagnant pour les deux parties. La présidente de la Commission dispose d’un mandat complet pour y parvenir et, selon nous, elle devrait l’utiliser en conséquence”, a déclaré Annalena Baerbock, la ministre allemande des Affaires étrangères, ce mardi.

Un accord au cœur des tensions intra-européennes

Cet accord commercial entre l’Union européenne et le Mercosur suscite de vives critiques, notamment de la part d’agriculteurs et d’ONG influentes. Ces groupes dénoncent ses éventuelles conséquences économiques et environnementales, exacerbant ainsi les dissensions au sein des pays membres de l’UE. Tandis que Berlin, soutenue par 10 autres capitales européennes, souhaite aller le plus vite possible, les motivations varient : pour certains, il s’agit d’ouvrir des opportunités d’exportation afin de relancer une industrie automobile allemande en difficulté ; pour d’autres, il s’agit de contrer l’influence croissante de la Chine en Amérique latine.

Une opposition ferme de la France

Face à cet enthousiasme, Paris campe fermement sur ses positions. La France rejette catégoriquement l’accord, qu’elle considère comme un sacrifice des intérêts de ses agriculteurs souffrants au profit des ambitions industrielles allemandes.

Confronté à une tempête politique intérieure et à une crise budgétaire qui fragilise son gouvernement, Emmanuel Macron tente de mobiliser suffisamment de gouvernements européens pour bloquer cet accord. Toutefois, dans ce contexte troublé, la capacité de l’Élysée à faire peser sa voix face à Berlin et ses alliés demeure incertaine.
