EU leaders aim for progress on a new sanctions package, the 20th since Russia’s full-scale invasion of Ukraine, at a Thursday summit in Brussels. However, Hungary’s resistance to the latest restrictions delays a €90 billion loan crucial for Ukraine’s defense and essential services funding.
