According to three EU diplomats with direct knowledge of the discussions, an informal EU foreign ministers’ meeting in Wicklow, Ireland, on Tuesday and Wednesday will discuss reviewing 1,600 sanctions listings, including 800 individuals and 800 companies from Russia. The sanctions are anticipated to be adopted in mid-October.
A diplomat mentioned the possibility of using frozen Russian state bank assets, despite requiring negotiation with Belgium, which has been resistant to the idea due to concerns about Russian retaliation. Brussels-based Euroclear holds the largest portion of these frozen assets.
The diplomats emphasized a substantial extension of current sanctions against Russia. “The strategy is to pull out all the stops. We are deploying every possible sanctions regime,” one EU diplomat stated.
