UN Reports 2025 as Deadliest Year for Ukrainian Civilians

The overwhelming majority of casualties, approximately 97%, took place in areas controlled by Ukraine, as a result of attacks initiated by Russian military forces.

In 2025, Russia’s military intensified operations to seize Ukraine’s eastern and southern regions, leading to civilian casualties, infrastructure damage, and fresh displacement waves.

The conflict persists while Russian leader Vladimir Putin dismisses U.S. President Donald Trump’s attempts to halt the war.

Over 9,000 people sustained injuries in frontline zones in 2025, with the elderly being notably affected. Civilian harm from short-range drones surged by 120% last year, with 577 fatalities and over 3,000 injuries due to FPV drone strikes, contrasting with 226 deaths and 1,528 injuries in 2024.

Russian U.N. Ambassador Vasilii Nebendzia denied that Russia targets civilians, attributing the casualty figures to Ukraine’s air defense at the U.N. Security Council meeting on Monday.

Russia launched an attack on Ukraine using over 20 different missiles and 293 killer drones on Monday night, resulting in four deaths and six injuries in Kharkiv alone, as reported by local Governor Oleh Synehubov.
