European Commission President Ursula von der Leyen was originally expected to participate but canceled her plans late Friday. Earlier that day, von der Leyen sparked controversy in France by traveling to Uruguay to finalize a trade agreement with the South American Mercosur bloc—a deal strongly opposed by Paris.
