Les pays de l’UE s’accordent sur des objectifs climatiques affaiblis

Ce plan n’est pas juridiquement contraignant, mais établit l’orientation de la politique climatique européenne pour les cinq prochaines années. Il reprend une déclaration informelle que l’UE a présentée lors du sommet sur le climat à New York en septembre.

Les ministres ont également adopté un objectif juridiquement contraignant visant à réduire les émissions dans l’UE de 85 % d’ici à 2040. L’accord prévoit qu’une réduction supplémentaire de 5 % sera obtenue par l’achat de crédits carbone internationaux.

En outre, les gouvernements des 27 seraient autorisés à utiliser des crédits carbone supplémentaires pour externaliser jusqu’à 5 points de pourcentage de leurs objectifs nationaux de réduction d’émissions.

Les ministres ont aussi soutenu une clause de révision permettant à l’UE d’ajuster son objectif pour 2040 si la politique climatique a des effets négatifs sur l’économie européenne.

L’accord prévoit également de retarder d’un an la mise en œuvre du nouveau marché européen du carbone (ETS2) pour les émissions liées au chauffage des bâtiments et aux transports routiers, prévu pour débuter en 2027.

La Hongrie, la Slovaquie, la République tchèque et la Pologne n’ont pas soutenu l’accord sur l’objectif 2040, tandis que la Bulgarie et la Belgique se sont abstenues. Les autres pays de l’UE l’ont soutenu.
