Affaire Huawei : 6 éléments clés sur ce scandale de corruption qui ébranle le Parlement européen

Depuis 2019, les enjeux entourant Huawei ont pris une nouvelle dimension. L’entreprise a cherché à contrer les pressions visant à diminuer la dépendance des pays occidentaux à son équipement 5G, invoquant des préoccupations liées à la sécurité et à l’espionnage.

Face à cette tempête géopolitique, Huawei a recruté d’anciens journalistes et responsables politiques occidentaux, leur proposant des salaires à six chiffres. Ces recrues avaient des liens privilégiés avec des centres de pouvoir, tels que l’Élysée et Westminster.

Cependant, au cours des deux dernières années, l’influence de Huawei à Bruxelles a considérablement diminué. La perception des entreprises technologiques chinoises a évolué négativement, et les gouvernements européens ont adopté une approche plus prudente vis-à-vis de l’utilisation des équipements 5G de la société. À l’échelle de l’Union européenne, la Commission européenne a annoncé en 2023 des mesures visant à interdire l’accès de Huawei et ZTE aux financements européens pour la recherche et à inciter les opérateurs télécoms à cesser d’utiliser leurs équipements.

Le bureau de Huawei à Bruxelles a aussi connu plusieurs départs parmi ses lobbyistes et responsables de la communication.

D’après les données du registre de transparence de l’UE, Huawei Technologies a investi entre 2 et 2,25 millions d’euros en lobbying auprès des institutions européennes en 2021, 2022 et 2023. Bien que cette somme soit conséquente, elle reste inférieure aux montants des années précédentes, qui atteignaient environ 3 millions d’euros entre 2018 et 2020.

En octobre, Huawei a annoncé qu’elle comptait 11 lobbyistes à temps plein pour défendre ses intérêts auprès de l’UE, dont 9 étaient accrédités pour accéder au Parlement européen. À son apogée, l’entreprise en revendiquait 21.
