Advocates Intensify Animal Welfare Efforts

Campaign group Compassion in World Farming (CWF) has welcomed the Court of Justice of the European Union’s reported decision to grant a hearing to the EtCA Citizens’ Committee and other intervening NGOs on 5 March in Luxembourg.

The landmark case stems from the successful End the Cage Age European Citizens’ Initiative (ECI) – signed by over 1.4 million EU citizens and supported by 170 NGOs led by Compassion in World Farming.

The Commission, says CWF, “made a clear commitment” in 2021 to respond to the action by introducing legislative proposals for an EU ban on caged farming by the end of 2023.

CWF, though, claims that this has not materialised.

A CWF spokesperson told this site: “At the hearing, the NGOs will make a clear and compelling case on behalf of 300 million animals who remain in cages across the EU.

“It will call for the Commission to fulfil its legally-binding commitment by presenting a clear timeline to deliver legislative proposals to ban caged animal farming for all farmed species, as well as granting access to its EtCA files.”

Annamaria Pisapia, Head of Compassion in World Farming Italy and spokesperson for the Citizens’ Committee of the EtCA ECI, added: “This hearing will give us a chance to explain in detail how the Commission’s inaction is prolonging the suffering of millions of animals and endangering participatory democracy.

“It’s almost five years since the Commission committed to bring forward legislative proposals, yet the 300 million farmed animals suffering in cages every year are still waiting, as are the 1.4 million EU citizens who dared to speak up for them by supporting the EtCA ECI.“

Launched in March 2024 by the Citizens’ Committee of the EtCA ECI and spearheaded by Compassion in World Farming, it is the first case to “hold the EU executive accountable” over what CWF further alleges is “its failure to act on an ECI that it has committed to deliver.”

In January 2025, major NGOs including Eurogroup for Animals, Animal Equality and LAV were accepted as interveners in the case.

Following a formal request filed in May 2025, the Court has decided to allow the parties involved to state their case in a public hearing. Compassion in World Farming says it considers this a key milestone in what is says is “ensuring the Commission presents a clear and reasonable new timeline for the proposals to phase out caged farming, and grants access to its EtCA files.”

The CWF spokesman added, “The Citizens’ Committee highlights that ECIs were introduced to give EU citizens ‘help shape’ EU decision-making and that to renege on this historic promise to ban cages defeats the very purpose of this democratic tool, undermining citizens’ trust in the Commission.”

The CWF says an “overwhelming” 89% of EU citizens – around 400 million people – believe animals should not be farmed in individual cages. Yet, it says that across Europe, around 300m pigs, hens, rabbits, ducks, quail and geese still spend most of their lives in cages every year.

“Animals kept in cages are often confined in barren environments, either overcrowded or completely lacking social contact, unable to turn around or express even the most basic behaviours,” said the spokesman.

Oh, look at that, the EU is finally getting around to discussing animal welfare—must be nice to take your sweet time while 300 million creatures are waiting for a decent life! 🙄 Guess bureaucratic red tape is just a chic accessory in Luxembourg these days. 🐔✨

Looks like the EU’s commitment to animal welfare is a bit like my last business trip—full of promises, but somehow, I still ended up stuck in a cramped space. 🐖🥴

Oh, brilliant! Who knew animal welfare would be as slow as a bureaucrat’s coffee break? Meanwhile, the critters keep waiting for their “freedom” like it’s a trendy new restaurant opening in Paris. 🐔🥳

  4. Oh, fantastic! Can’t wait to see how many years it takes for the EU to “commit” to actually doing something about those poor critters still stuck in cages. Just another classic case of “we’ll get to it… eventually!” 😏🐔

  5. Ah, the EU finally decides to hear the cries of the caged critters. Maybe next they’ll address the real issues like, I don’t know, the price of a decent coffee in Brussels? ☕😏

Oh, splendid! Nothing like a five-year wait to remind us how swiftly the EU can move on animal welfare—perhaps the cages are just keeping the bureaucrats cozy while they ponder their next big decision. 🐢💼

Just what we needed, another hearing to remind us that caged animals are still waiting for their freedom while EU officials seem to be busy with more pressing matters, like perfecting the art of procrastination. 🍷🐶

Looks like the EU is still trying to decide if animals deserve a bit of elbow room—who knew a cage-free life could be such a hot topic? 🥴🐷 Meanwhile, those 300 million critters are probably wondering if they should send a few postcards to remind the Commission they’ve been waiting longer than a typical Italian queue for a decent espresso! ☕️

Oh brilliant, just what we needed – another hearing to discuss the “urgent” matter of caged animals while the bureaucrats sip their lattes. I guess 300 million animals and 1.4 million citizens can wait a bit longer, right? 🐖☕

Looks like the Commission’s definition of “action” is as loose as a pair of old trousers after a three-course meal. 🙄 With 300 million animals stuck in cages and a hearing resembling a never-ending soap opera, one has to wonder if democracy’s just a fancy word for waiting in line. 🐔✌️

So, the EU wants to end caged farming, but it seems they’re still searching for their car keys from 2021. Good luck with that “clear timeline,” I suppose! 🐷🚪

  12. Seems like the EU is giving a masterclass in procrastination, while 300 million animals are stuck in cages—let’s hope they don’t start charging rent! 🐖💰

Looks like the EU is really on top of that whole “cages are bad” thing—30 years and counting, eh? 🐖🇪🇺 Maybe they think the animals just enjoy the view from their little iron prisons!

So, after five years of waiting, we’re finally getting a hearing about animal welfare? Guess those poor critters will just have to keep practicing their yoga in cages a while longer. 🐷🧘‍♂️

So, let me get this straight: 1.4 million people sign a petition and the EU still needs a hearing to decide if animals deserve a bit of elbow room? Classic bureaucracy, isn’t it? 😏🐖

  16. Looks like the Commission’s commitment to animal welfare is as solid as a wet paper towel—talk about keeping it cagey! 🐖🇪🇺

  17. Tea Kettle Avatar

Isn’t it charming how the EU loves to take its sweet time on “urgent” matters while 300 million animals are stuck in cages like it’s some sort of European art installation? Bravo! 🎭🐾

Just what we need – another hearing to see if the Commission can actually keep a promise! It’s like waiting for the next season of a show that’s been on a perpetual cliffhanger… 🐔🎭

So, after nearly five years of “committed” discussions, it seems our beloved Commission has taken a page from the tortoise playbook—slow and steady wins the race, right? 🐢 Meanwhile, the poor critters are still waiting for a taste of freedom, but hey, democracy’s all about patience, isn’t it? 😏
