European Parliament (Strasbourg, France) – The European Union has allocated a total of 150 billion euros in loans for joint defense projects across its 27 member states. This funding has been fully distributed among 19 countries eager to take advantage of the favorable repayment terms, as stated by Defense Commissioner Andrius Kubilius at a press conference in Strasbourg on Tuesday.
The Commission has granted an equal share of 16.22 billion euros to both France and Hungary under the “Safe” program established last May. Poland stands out with the largest allocation of 43.73 billion euros, followed by Romania with 16.68 billion euros.
Some countries, like Germany, have opted out of these loans due to the advantageous interest rates available in the financial markets.
The 19 participating countries have until the end of November to outline the projects they wish to fund, focusing on priority areas such as munitions, drones, air defense, artificial intelligence, and cybersecurity. (September 9, 2025)
