
Brussels – A spokesperson for the European Commission, Markus Lammert, stated that “the rising number of migrants illegally crossing the Channel is concerning and necessitates a strong response.” He added that “the Commission will evaluate the specific terms of the intended cooperation between France and the United Kingdom.”
The agreement announced on Thursday, which is pending submission to the European Commission for approval, is founded on a “one for one” principle.
It stipulates that for each migrant arriving in the UK by small boat, one will be returned to France, while the UK will accept a migrant from France who has indicated a desire to relocate to the UK and can demonstrate connections to the country through an online platform.
In June, five nations—Spain, Greece, Italy, Malta, and Cyprus—voiced their “concern,” worrying that France might return migrants to the first EU country of arrival.
Since the beginning of the year, over 21,000 migrants have crossed the Channel, reaching a record high. (July 11, 2025)
