
The 26 leaders of Europe, with Hungary being the exception, have reaffirmed their commitment to ongoing military and defense support for Ukraine, advocating for peace achieved “through strength.” They also urged Russia to demonstrate “genuine political will” to end the conflict.
The document adopted by these heads of state and government emphasizes several key points:
First and foremost, the European Council firmly supports Ukraine’s independence, sovereignty, and territorial integrity within its internationally recognized borders. The EU’s strategy of “peace through strength” emphasizes the need for Ukraine to maintain a robust military and defensive posture. This commitment involves working alongside like-minded partners and allies to provide comprehensive assistance to Ukraine as it exercises its right to self-defense against Russia’s aggression.
The European Council reiterates its support for a “comprehensive, just, and lasting peace” grounded in the principles of the United Nations Charter and international law, welcoming all efforts aimed at achieving such peace. It recalls the principles established on March 6, 2025, which are intended to guide peace negotiations.
The Council has welcomed the joint statement issued by Ukraine and the USA following their meeting in Saudi Arabia on March 11, 2025, which includes proposals for a ceasefire, humanitarian initiatives, and the resumption of US information exchange and security assistance.
The European Council calls on Russia to manifest genuine political will to bring the war to a close.
A credible pathway to peace should include humanitarian efforts such as the exchange of prisoners of war, the release of civilians, and the return of all Ukrainian children and other civilians who have been illegally deported or transferred to Russia and Belarus.
The EU is prepared to intensify pressure on Russia, potentially through additional sanctions and by enhancing the enforcement of existing measures.
In line with EU law, Russian assets should remain frozen until Russia ceases its aggressive actions against Ukraine and compensates for the resulting damages.
The EU and its member states are committed to facilitating the peace process and ensuring a just and lasting peace for Ukraine, which aligns with the interests of both Ukraine and Europe as a whole.
A comprehensive peace agreement must ensure Ukraine’s independence, sovereignty, and territorial integrity, alongside strong and credible security guarantees aimed at preventing future Russian aggression. The European Council supports initiatives in collaboration with NATO partners to establish these security measures. The EU and member states are prepared to contribute to these guarantees, particularly by bolstering Ukraine’s defensive capabilities in accordance with international law.
Furthermore, the EU will maintain regular and predictable economic support for Ukraine. The European Council urges the Commission to take immediate steps to ensure financing under the Ukraine Facility and the G7 Economic Recovery Assistance initiative.
The Council also recalls efforts to enhance EU military support for Ukraine, particularly through the High Representative’s coordination of increased assistance from member states and participating nations, especially regarding large-caliber artillery and missiles, as well as military needs under the G7 Economic Recovery Assistance initiative. It calls upon member states to urgently bolster their efforts in addressing Ukraine’s critical military and defense requirements.
All military support and security guarantees for Ukraine will be provided with full respect for the security and defense policies of individual member states, taking into account the security interests of all EU nations. (20/3/2025)
