De Wever did not comment, and there were no signs of an agreement with the Belgian premier. Most assets are managed by the Brussels-based financial depository, Euroclear. De Wever is concerned about Russian retaliation against Belgium and seeks strong financial assurances from EU capitals before supporting the Commission’s proposal. Although the Commission has minimized Belgium’s legal risks, they need De Wever’s backing to proceed. Diplomats are reviewing the legal text to address Belgian concerns before the EU summit in Brussels on December 18. An alternative plan to use joint debt for Ukraine is unlikely after Budapest rejected it in a recent ambassadors’ meeting. Kyiv is expected to run out of funding for its war efforts early next year.
