The report warned that any delay could exacerbate famine-related deaths. Led by U.N. agencies and partners, the IPC assesses global famine levels, using a five-phase scale to evaluate acute food insecurity. Although the IPC doesn’t formally declare famine, its analyses inform official recognition. The report elevated Gaza Governorate to Phase 5—the most severe level, indicating starvation, destitution, and death, affecting over 500,000 people. Additionally, 54% of Gaza’s pre-war population is classified as being in Phase 4, while 20% are in Phase 3 conditions. It predicts that by September’s end, 641,000 Palestinians might reach Phase 5. The Israeli government, historically at odds with the U.N., rejected these findings. COGAT, Gaza’s aid overseer, criticized the IPC’s conclusions as “false” and “biased,” claiming reliance on unreliable, Hamas-affiliated sources.
