The Security Council resolution emphasizes respecting a territory in its entirety, avoiding terms like borders. This is linked to a resolution supporting a comprehensive plan to end conflict. The High Commissioner urged respecting the ceasefire for progress in the peace plan, noting ongoing suffering in Gaza despite reduced bloodshed. Resolution 2803 (2025) passed with 13 votes, with China and Russia abstaining. It supported President Trump’s Comprehensive Plan announced on 29 September, leading to a ceasefire between Hamas and Israel.
Violence near the “Yellow Line” has caused displacement, according to UNRWA. Gazan health authorities report 360 Palestinians killed and 922 injured since the ceasefire in late October, along with 617 bodies retrieved from rubble. Mr. Türk’s Office documented over 350 attacks since the ceasefire, with civilian targets including women and children. He highlighted the severe psychological trauma in Gaza, especially among children. Mr. Türk expressed concern over Israeli actions in the occupied West Bank, urging against complacency.
In the Democratic Republic of the Congo, there are reports of thousands fleeing Uvira amid clashes, risking broader regional conflict despite a peace agreement. In Sudan, ongoing conflict since April 2023 has led to potential war crimes and crimes against humanity. Mr. Türk mentioned widespread rights abuses, including summary executions and sexual violence.
In Ukraine, civilian casualties have risen, with Russia’s use of powerful long-range weapons. Urgent steps are needed to alleviate suffering, including the return of transferred children, exchange of prisoners, and release of civilian detainees.
Regarding US military strikes on alleged drug-smuggler boats, Mr. Türk called for prompt, independent investigations, citing violations of international and human rights law. Over 80 people have reportedly been killed in attacks since September, prompting calls for further information and investigation.
