Kallas: Mogherini Fraud Allegations ‘Profoundly Disturbing’

Federica Mogherini led the EEAS from 2014 to 2019 before becoming rector of the College of Europe, which is currently implicated in a fraud investigation.

Stefano Sannino, also involved in the scandal, served as secretary general of the EEAS under Borrell and later took a senior role in the European Commission’s Middle East and North Africa department in early 2025.

The investigation by Belgian police and the EPPO targets Mogherini and Sannino for allegedly manipulating a tender process to establish a European Diplomatic Academy at the College of Europe.

Charges include procurement fraud, corruption, conflict of interest, and breaching professional secrecy, according to the accusations.

Both Mogherini and Sannino have not responded to these allegations.

Kallas’ communication details anti-corruption initiatives at the EEAS, highlighting an updated Anti-Fraud Strategy to enhance transparency.
