Grandeur et décadence : la politique étrangère polonaise bat de l’aile

“Le gouvernement adopte une approche restrictive. Ils croient que le président est simplement là pour incarner la politique ou jouer les porte-parole, en récitant des instructions préétablies”, critique Radosław Fogiel, député du parti populiste Droit et justice (PiS) qui soutient Karol Nawrocki.

“Représenter le pays est une notion plus vaste. Le président, en tant que représentant de l’État, ne peut se réduire à un rôle de porte-parole du gouvernement”, poursuit Radosław Fogiel, qui est également vice-président de la commission des Affaires étrangères du Parlement.

Mais le gouvernement insiste pour que Donald Tusk reste aux commandes.

“Le président représente la Pologne, mais exprime la position de l’État, qui est celle du gouvernement, même s’il n’est pas en accord avec elle”, a souligné le porte-parole du ministère des Affaires étrangères, Paweł Wroński, aux médias polonais, ajoutant : “Il ne peut y avoir deux politiques étrangères pour un seul État.”

Confrontation

Ce conflit s’inscrit dans une lutte plus vaste visant à déterminer qui gouverne la Pologne.

Donald Tusk dirige une coalition centriste ayant pris le pouvoir en décembre 2023 après avoir évincé le gouvernement PiS en place depuis huit ans. Karol Nawrocki était soutenu par le PiS, et sa victoire en juin, ainsi que le retour de Donald Trump à la Maison-Blanche ont terni les espoirs de Donald Tusk de repositionner la Pologne sur la ligne politique dominante de l’UE.
