Russia’s stance on dual nationals may complicate diplomatic efforts in recent arrest cases. The German Foreign Ministry noted, “Russia treats dual nationals exclusively as Russian nationals and therefore generally refuses consular access on the grounds of Russian nationality.”
The arrest comes after another German national was detained in Russia last month on allegations of sabotage. According to the FSB, the individual was reportedly working for Ukraine and was apprehended in Kaliningrad, a Russian exclave.
“The risk of arrests in Russia remains very high — even for German nationals. This is something we have repeatedly highlighted in our travel and security advisories,” the German Foreign Ministry emphasized in its statement.
This development follows a significant prisoner swap that took place in August, described as one of the most elaborate exchanges since the Cold War. During the exchange, Moscow released 16 individuals, including Americans, Germans, and Russian dissidents, in return for eight Russians, one of whom was a convicted murderer, who had been detained across five different countries.
Human rights organizations and German opposition leaders have since expressed concerns that deals like this could embolden the Russian government to arbitrarily detain more innocent individuals for leverage in future negotiations.
