TIRANA, Albania (Eurotoday) — On Friday, leaders from 47 European nations gathered in Albania’s capital, Tirana, for the fourth European Political Community (EPC) Summit under the theme “New Europe in a New World: Unity, Cooperation, Common Action.” This marked the first time the summit was held in the Western Balkans, spotlighting Albania’s rising diplomatic influence and Europe’s push for unity amid increasing geopolitical challenges.
The summit was co-chaired by European Council President António Costa and Albanian Prime Minister Edi Rama. Discussions centered on three main issues: enhancing security and democratic stability, building economic resilience, and advancing inclusive development through innovation, youth engagement, and a reformed migration policy.
Zelensky Rejects Russian Peace Proposal
Ukrainian President Volodymyr Zelensky delivered a pointed message, dismissing recent Russian peace overtures as disingenuous. “Ukraine seeks peace, and peace in Europe depends on whether we Ukrainians will achieve it,” Zelensky declared, criticizing Russia’s lack of commitment in diplomatic negotiations. He cited a fruitless meeting in Istanbul where he had hoped for direct talks with President Vladimir Putin. “The Russian delegation that came to Istanbul was at a very low level and failed to produce any results,” he said, renewing appeals for a “complete and unconditional ceasefire.”
Zelensky urged Western allies to maintain pressure on Moscow, stressing, “It is not us undermining negotiations; it is the Russians. The pressure must continue until there is progress.” He further called for high-level leadership to define key diplomatic steps, rather than relying on lower-tier emissaries. Addressing potential shifts in U.S. leadership, he acknowledged former President Donald Trump’s views on the conflict and asserted that future U.S. cooperation would remain essential. He also emphasized the need for a renewed security framework for both Ukraine and Europe.
Macron Calls for European Unity
French President Emmanuel Macron opened his remarks by congratulating Prime Minister Rama on his recent electoral win and commended Albania’s efforts in organizing the summit.
“Thank you, Edi, for your hospitality and congratulations on your election results,” Macron said. “This is a journey not just of geography but of history, mythology, and shared European values.”
Macron reiterated France’s unwavering support for Ukraine and highlighted the EPC’s importance as a forum for pan-European collaboration beyond the boundaries of the EU.
“This summit is an unprecedented opportunity for Europe to face its challenges together, especially at a time when unity is increasingly under threat,” he added.
European Leaders Reaffirm Support for Ukraine
Throughout the summit, European leaders united in their condemnation of Russian aggression. NATO Secretary-General Mark Rutte warned of dire consequences if Russia continues its territorial expansion into Ukraine. European Commission President Ursula von der Leyen announced preparations for a 17th sanctions package targeting Russia’s energy sector, including the Nord Stream pipelines.
British Prime Minister Keir Starmer echoed Zelensky’s stance, calling Russia’s peace overtures “not serious” and stressing the need for European solidarity in defending Ukraine’s sovereignty.
EU High Representative Josep Borrell praised Albania’s continued reforms and reiterated the EU’s support for enlargement, particularly in the Western Balkans. Kosovo President Vjosa Osmani urged Albania to back Kosovo’s EU ambitions and appealed for the removal of punitive measures against Pristina. She voiced concerns over EU member states aligning too closely with nations sympathetic to Russia in the Kosovo dialogue.
Rama: “Europe Must Reinvent Itself”
Speaking from a newly constructed venue that symbolizes Albania’s modernization, Prime Minister Edi Rama reflected on the country’s pro-European trajectory. He likened Albania’s May 11 election outcome—a 52% vote for EU integration—to a “reverse Brexit.”
“The remaining 48% are not Eurosceptics; they are impatient Euro-optimists who believe we should already be in the EU,” Rama said.
He called on Europe to seize the current geopolitical moment. “Europe must reinvent itself in this new era,” he stated, drawing parallels between modern youth aspirations and the founding principles of the European Union.
Established in 2022 in response to Russia’s invasion of Ukraine, the European Political Community aims to enhance political cohesion across the continent. Albania’s hosting of the summit underscores the increasing strategic importance of the Western Balkans, a region poised to play a greater role in shaping Europe’s future.
