“EU Initiatives for Municipalities” in Albania Launches European Integration Units Across 61 Municipalities

Seventy percent of European Union legislation is enacted at the local level, and Albanian municipalities play a crucial role in bridging the gap between the EU and its citizens in Albania.

The closing ceremony for the EU-sponsored initiative, “Municipalities for Europe,” took place in Tirana, gathering ministers, mayors, and representatives from Integration Units of various municipalities.

This project has successfully established European integration units in all 61 municipalities across Albania, along with training for 2,200 local officials on EU programs, policies, and project management.

“Democracy starts at the local level. As negotiations progress and ambitious deadlines loom, it is vital to work with local communities to enhance citizens’ understanding and involvement in the EU integration process,” stated EU Ambassador Silvio Gonzato during the ceremony.

The EU’s ongoing support for local governments is highlighted by a significant budget increase to €10 million for the upcoming phase of the “EU for Municipalities” program, set to launch in 2025. This will provide additional grants aimed at benefiting municipalities and their citizens.

The “EU for Municipalities” program, backed by EU funding, has directly benefited 19 municipalities through infrastructure projects, service enhancements, and local capacity-building efforts. With a substantial investment of €1.7 million, 24 public buildings have been renovated, and 68 public services have been created or improved, serving over 49,332 citizens, including 32,993 young people.
