EU Funds Misuse: Federica Mogherini Charged

Brussels – Federica Mogherini, along with two other suspects arrested on Tuesday in Brussels, has been formally charged following a day of police questioning, as announced by the European Public Prosecutor’s Office on Wednesday.

The other suspects include Stefano Sannino, a high-ranking official with the European Commission, and Cesare Zegretti, co-director of the College of Europe responsible for training and projects, according to a source familiar with the situation who spoke to AFP. All three individuals were released under certain conditions late Tuesday night into Wednesday.

The inquiry revolves around allegations of favoritism and unfair competition related to the awarding of a training program for future diplomats by the EU diplomatic service (EEAS) to this institution during 2021–22, a program previously overseen by Ms. Mogherini from 2014 to 2019.

On Wednesday afternoon, Federica Mogherini asserted that the College of Europe has consistently upheld “the highest standards of integrity and fairness,” particularly when it initiated the Diplomatic Academy of the Union three years ago, which is central to the investigation. (3 December 2025)
