Brussels – At a conference in Brussels, Kaja Kallas emphasized that “we are already the target of a hybrid war, including in space, with the systematic jamming of satellite navigation signals.” She urged the 27 EU member states to bolster their defenses against space-related threats.
She further stated, “Our satellites, ground infrastructures, and space industries face risks from both kinetic and electronic weaponry.”
Kallas highlighted the Russian launch of an anti-satellite missile and a cyberattack on a space system that occurred just before the onset of the Ukraine invasion in 2022 as key examples of these threats.
According to her, the EU must enhance its monitoring capabilities and develop methods to identify the perpetrators, suggesting that the bloc’s mutual defense clause could be extended to cover space-related incidents.
Regarding options for retaliation, Kaja Kallas mentioned that “we are exploring punitive measures,” indicating that the EU might consider sanctions similar to those already imposed on Russian intelligence agents involved in cyberattacks. (January 29, 2025)
