Affordable Housing: EU Commissioner Jørgensen Considers Vienna a Model

Vienna (APA) – On Friday, EU Commissioner for Energy and Housing, Dan Jørgensen from Denmark, praised Vienna’s housing policy as exemplary, suggesting it could inspire other cities. This statement followed his meeting with Vienna’s mayor Michael Ludwig, during which Jørgensen unveiled the EU’s plan for affordable housing. He highlighted that Europe is grappling with a housing crisis that also encompasses social challenges.

Jørgensen noted that the issue has not been prioritized by the European Union until recently, despite millions of citizens being affected by inadequate housing. He emphasized the necessity for everyone to have access to housing close to their workplaces, a challenge growing in urban areas.

Housing Development as a Key Concern

“The EU is committed to addressing public concerns,” Jørgensen affirmed. He acknowledged Vienna’s longstanding role as a model in housing policy for over a century. Mayor Ludwig welcomed the EU’s focus on this critical issue and the establishment of a dedicated department. He regarded the Commission’s affordable housing plan as a significant initial step.

Both officials concurred on the urgent need to create housing even amid budget constraints. The EU Commission indicated that approximately 650,000 additional apartments must be constructed across the Union, on top of the current annual production of about 1.6 million units, with an estimated cost of around 150 billion euros.

No Plans for Privatization in Vienna

Mayor Ludwig reiterated that there are no intentions to privatize municipal housing; new units are under construction instead. He also emphasized the importance of developing supportive conditions for the private sector.

They both identified short-term rentals for tourists as problematic, with Ludwig asserting that Vienna sets a positive precedent by limiting such rentals to a maximum of 90 days per year on platforms.

Regarding a potential vacancy tax, he expressed skepticism, warning against setting high expectations due to the complexities in monitoring and defining vacancies. (19.12.2025)
