“Nous réfléchissons très sérieusement à quitter Twitter, mais nous n’avons pas encore franchi le pas”, confie une députée écologiste. “Nous ne pouvons pas, à nous seuls, provoquer un changement de comportement massif”, ajoute un conseiller du groupe à l’Assemblée nationale.

Migration en attente
Pour le sénateur socialiste Rémi Cardon, la situation est claire : “Aucun mouvement de migration massif en dehors de X ne se produira sans une migration collective du secteur politico-médiatique vers d’autres plateformes.” Il exprime ainsi une crainte partagée par beaucoup : perdre en visibilité si un tel exode se fait en solitaire.

ALGORITHMES

Éclairage sur les algorithmes publics
Trois expertes du numérique lancent aujourd’hui un Observatoire des algorithmes publics, afin de responsabiliser les administrations. Cet observatoire ambitionne de recenser les algorithmes utilisés par les services publics — qu’il s’agisse de calculer les tarifs des cantines scolaires, de déterminer le montant des allocations chômage, ou encore d’optimiser les contrôles fiscaux et des allocations familiales. “L’idée est de proposer un inventaire évolutif pour permettre une meilleure compréhension et évaluation des algorithmes, tant en terme de coût que d’efficacité”, explique Camille Girard-Chanudet, sociologue et membre de l’observatoire, à mon collègue Emile Marzolf.

Un début modeste
Pour l’instant, l’inventaire ne répertorie qu’une quarantaine d’algorithmes, une goutte d’eau quand on sait que le seul département d’Ille-et-Vilaine en utilise près de 100. De plus, de nombreuses administrations ne facilitent pas cette tâche, ne publiant pas elles-mêmes leurs recensements. L’information doit donc être récoltée à partir de sources publiques, de travaux de chercheurs ou journalistes, ou encore via des demandes d’accès à des documents administratifs.

Un rappel des obligations légales
Avec cet observatoire, les fondatrices espèrent rappeler aux administrations leurs obligations légales, notamment celle de publier un inventaire des algorithmes qu’elles utilisent et d’en expliquer leur fonctionnement. Ces exigences sont inscrites dans la loi Lemaire de 2016, mais aussi dans la loi de 1978 qui a conduit à la création de la CNIL.

Changer la donne ?
Cette initiative suffira-t-elle à exercer une pression sur les ministères et collectivités pour plus de transparence ? Probablement pas immédiatement. Soizic Pénicaud, consultante et co-fondatrice de l’observatoire, fait écho aux conclusions du dernier rapport du Défenseur des droits sur les algorithmes et l’intelligence artificielle dans les services publics. Ce rapport souligne la nécessité de créer un mécanisme de sanction pour les administrations qui ne respectent pas leurs obligations de transparence concernant le fonctionnement de leurs algorithmes.
