
Sarajevo (FENA) – High Representative Christian Schmidt has issued a ruling that prohibits the implementation of conclusions reached during the 16th special session of the National Assembly of the Republic of Srpska (NSRS) held on December 24 and 25. He characterized these conclusions as anti-Dayton and a threat to the stability of Bosnia and Herzegovina.
According to the Office of the High Representative (OHR), the NSRS conclusions represent an effort to legally and conceptually undermine the Dayton Peace Agreement, which is a cornerstone of the country’s legal framework.
“Any breach or disregard for the Dayton Agreement jeopardizes the nation’s stability and the potential for equitable political representation. The international community must take action to safeguard this agreement in order to maintain a multi-ethnic, sovereign state free from discrimination,” the OHR stated.
The High Representative, as the ultimate authority for enforcing the civilian aspects of the Dayton Agreement, underscored his obligation to intervene in cases of significant violations.
“Any attempt to enact the detrimental components of the NSRS conclusions will be deemed illegal and subject to penalties. The legal repercussions will be contingent upon the actions taken by the ruling coalition in the Republic of Srpska,” Schmidt warned, urging NSRS members to proceed with caution and refrain from making any more legally questionable decisions.
The decisions made by the High Representative have garnered support from both the United States and the United Kingdom. The U.S. administration reaffirmed its commitment to the sovereignty and territorial integrity of Bosnia and Herzegovina, while British Ambassador Julian Reilly labeled the NSRS conclusions as a threat to the constitutional order and the country’s Euro-Atlantic aspirations on the social media platform X.
In a related matter, the National Assembly of the Republic of Srpska voted to suspend decisions regarding European integration until democratic conditions are established in Bosnia and Herzegovina. One notably contentious conclusion proposed the cessation of RS representatives’ participation in state institutions and criticized judicial actions against Milorad Dodik as “inhumane” and inconsistent with European legal standards.
