UN Estimates Russia Detains 16,000 Ukrainian Civilians

New data reveals that over 16,000 Ukrainian civilians are still detained by Russia during the ongoing conflict, as per a recent United Nations estimate. Many detainees are reportedly held without family contact and on questionable legal grounds, underscoring a significant protection crisis. The UN has not independently verified this estimate due to limited access to Russian detention facilities.

Claudia Fuentes Julio, the UN assistant secretary-general for human rights, presented this estimate during a Security Council meeting organized by Latvia and the UK. The estimate includes civilians detained since Russia’s full-scale invasion in February 2022.

The UN cannot specify the number of adults versus children among those detained and lacks the ability to inspect Russian facilities, leaving families without an independent way to confirm the status or location of their relatives.

UN monitors have interviewed 403 released Ukrainian civilian detainees and 910 Ukrainian POWs. It was reported that 85% of former civilian detainees and over 95% of former POWs experienced torture or ill-treatment.

The allegations include severe beatings, electric shocks, sexual violence, and lack of medical care. The UN has documented the execution of 129 POWs and the deaths of another 48 due to inhumane conditions.

The latest UN human rights report highlights ongoing torture, restrictions on freedoms in occupied areas, and Russia’s refusal to allow independent monitoring.

International law differentiates between civilians and POWs, with civilians only interned for security reasons after regular reviews. Incommunicado detention may be considered enforced disappearance, deeply affecting the involved families.

Crimean Tatar activist Leniie Umerova shared her experience of detention on fabricated charges and subsequent release after nearly two years. Russia denies the allegations and accuses Ukraine of similar abuses against Russian detainees.

UN reports also indicate that Ukrainian forces have abused Russian and third-country POWs, though conditions improved upon reaching established Ukrainian facilities.

Diplomatic efforts to end the war are complicated by unresolved detainee issues. Civilians should not be treated as bargaining chips in military exchanges. A credible peace process must involve disclosing civilian detention sites, allowing independent monitors access, and ensuring regular familial communication. Urgent cases should receive immediate attention, and ongoing investigations are necessary even after securing releases.

The 16,000 figure remains an estimate, highlighting the ongoing challenge of determining the status of detainees within Russia’s closed system. Securing their release should be a peace process priority.
