
AMLA has issued guidelines detailing its collaboration with national financial regulators for selecting and directly overseeing key cross-border financial institutions within the EU. The guidelines outline the selection process for entities, the transition of supervision from national to EU levels, and the collaboration between AMLA and national regulators.
Unified EU Supervision
Starting in 2028, AMLA will take over direct supervision of major cross-border financial institutions at the group level. Previously, national regulators were solely responsible for this oversight. The new guidelines ensure smooth and consistent supervision as responsibilities transition between national and EU levels.
Defined Selection and Supervision Processes
The guidelines provide a clear, step-by-step process for identifying firms under AMLA supervision: national regulators collect and verify data, while AMLA conducts risk assessments and selects firms, publishing results on its website. When supervision transfers occur, complete supervisory histories are passed on to prevent disruption.
Collaboration with National Regulators
The guidelines were developed with input from national regulators, focusing on proportionality: detailed data is requested only once firms are deemed eligible. Firms not qualifying are exempt from reporting. Upon European Commission adoption, these guidelines will govern data collection and selection leading to direct supervision in 2028.
