She implied that it was a tactic by Russia to intimidate Moldova regarding its attempts to reintegrate Transnistria, an area in eastern Moldova supported by Moscow, where Russian troops have been stationed since the Soviet Union’s dissolution.
“Since the war in Ukraine began, most people from the region obtained Moldovan citizenship because they felt safer having the Republic of Moldova’s citizenship rather than Russia’s,” said Sandu at a security conference in Tallinn.
Moldova received EU candidate status in 2022 and began negotiations to join the bloc in 2024. Sandu’s pro-European party, Action and Solidarity, maintains a strong majority after winning the 2025 parliamentary elections despite a hybrid interference campaign from Russia.
When questioned if Putin could obstruct Moldova’s EU membership due to the Transnistria issue, Sandu replied, “Only the EU can decide whether Moldova can become part of the EU or not. Russia has nothing to do with it.”
