Green defense policy spokesperson Sara Nanni urged a swift clarification from the ministry, stating that citizens should understand their reporting obligations. The provision, dating back to Germany’s 1956 conscription framework, has been largely dormant since 2011 when conscription was suspended. Recently, the military service reform reactivated the rule for peacetime, causing concern about its impact on young men’s freedom of movement.
Conservatives in Merz’s governing coalition support the reform’s broader aim but downplay its effect. Christian Democrat defense spokesperson Thomas Erndl remarked that the rule may only require notification, as it’s part of rebuilding Germany’s military registration and potentially reintroducing conscription. He emphasized the importance of a military registration system for security preparedness, highlighting the organizational foundations needed for societal security.
The controversy highlights European sensitivities linking mobility to military obligations, such as in Ukraine. Merz discussed the issue with Ukrainian President Volodymyr Zelenskyy, stressing that young people are needed for military service and should not leave for countries like Germany, Poland, or France.
