UN Aid Agencies: Gaza Reconstruction Talks Shouldn’t Distract from Massive Needs

It’s crucial to alleviate congestion at crossing points and reopen vital lifelines like the Jordan corridor,” stated Juliette Touma, Director of Communications at UNOPS, the United Nations Office for Project Services. 

In a briefing, Ms. Touma noted that despite the 3 October ceasefire providing some relief, “people continue to be killed daily”.

She emphasized that Gaza’s extremely vulnerable people “cannot wait” for a reconstruction plan championed by the US-led Board of Peace. “They require immediate supplies, not just services,” she asserted.

UNRWA commitment

Reflecting similar concerns, the UN agency for Palestinians, UNRWA, highlighted its essential and long-term role in the Occupied Palestinian Territories, including Gaza. This mandate was given to UNRWA by UN Member States at the General Assembly in December 1949.

“We are the largest United Nations agency operating in the Gaza Strip,” stated Jonathan Fowler, UNRWA Senior Communications Manager. “We must continue our work; that’s unequivocal.”

Board of Peace

While details on how the UN will support the Board of Peace, launched by President Trump at Davos, are unclear, last November’s Security Council resolution 2803, which welcomed its creation, emphasized the significance of collaboration with “cooperating organizations” including the United Nations.

“We are strongly committed to ensuring the full implementation of Security Council Resolution 2803,” stated Alessandra Vellucci, Director, UN Information Service, Geneva. “There is a role for the UN in leading humanitarian aid delivery, a role we have long performed and will continue to execute to the best of our abilities.”

Since Sunday, humanitarian partners have provided emergency shelter assistance to over 13,000 households in Gaza, distributing numerous tents and thousands of tarpaulins, according to the aid coordination office, OCHA.

Gaza distribution obstacles remain

The UN office noted that “capacity and funding constraints” have limited support to only about 40 percent of the 970 displacement sites in the Strip. 

Healthcare needs remain significant in Gaza, where providers like UNRWA assist approximately 15,000 patients daily, despite numerous challenges.

“We had 22 clinics operating in the Gaza Strip before the war, now we’re down to six,” said Mr. Fowler. “We have mobile health teams working under incredibly challenging conditions.”

Several UNRWA facilities lie behind the so-called Yellow Line – a series of concrete barriers erected by Israeli authorities separating Gazans from the Israel Defense Forces – part of the three-step Gaza peace plan.

“That complicates our work and many locations are heavily damaged or destroyed,” Mr. Fowler continued. “Additionally, we are banned by Israeli authorities from bringing in our supplies.”

UNRWA premises ‘stormed’

Addressing the destruction of UNRWA’s East Jerusalem headquarters on Tuesday, Mr. Fowler described how visiting diplomats were affected when Israeli forces “stormed and demolished” buildings in the compound, using tear gas. “This is a United Nations compound, so this is an attack on the United Nations,” he told journalists. 

Training centre threat

Expressing concerns that the UNRWA-supported Kalandia Training Centre could be closed “within days”, Mr. Fowler explained it mainly aided lower-income families in gaining livelihood skills: “If the centre closes, there is no educational alternative for these students.”

The UN agency remains deeply concerned about events in the occupied West Bank, a year after Israeli forces initiated operation Iron Wall.
