
Silvio Gonzato, the European Union Ambassador in Tirana, emphasized the necessity for Albania to implement electoral reform that aligns completely with OSCE-ODIHR recommendations to foster fair political competition.
During his address at the conference titled “Building Trust in Elections: Political Financing and Electoral Reform in Albania,” organized by International IDEA and the University of Helsinki’s Rule of Law Center in collaboration with the Central Election Commission, Gonzato highlighted the importance of electoral reform.
“We need an electoral reform that fosters a genuinely competitive and equitable environment for all parties. This reform must be inclusive and adhere to OSCE-ODIHR recommendations,” Gonzato stated.
This commentary coincides with the establishment of a special commission by the Albanian Parliament to review the OSCE-ODIHR recommendations, co-chaired by representatives from the two largest parliamentary parties, PS and PD.
The conference also addressed political party financing, with Gonzato asserting that transparency in this area is not only a legal requirement but also crucial for safeguarding democracy and preventing external interference.
“Ensuring transparency in party financing bolsters democracy, reduces corruption risks, and safeguards the integrity of the political process,” the ambassador noted.
He reiterated the European Union’s ongoing support for Albania in this endeavor and highlighted that the nation is at a pivotal moment as it approaches the closure of negotiation chapters.
Gonzato stressed that financial transparency is vital for shielding political parties and institutions from potential foreign influences, framing it as an aspect of national security and democratic integrity.
“Transparent political party financing is essential for maintaining democratic integrity and public trust, as it protects parties from foreign meddling,” he added.
Additionally, the conference featured initial findings from an International IDEA study on access to political financing for youth and individuals with disabilities.
Ilirjan Celibashi, the State Election Commissioner, mentioned that a new law addressing the periodic financing of political parties must be passed within the month.
He shared specific proposals from the Central Election Commission, stressing the need for better regulations regarding political party and electoral subject financing.
“We require a law that ensures clarity on party financing, complete auditing, and the effectiveness of the oversight institutions,” Celibashi stated.
According to the chief commissioner, the CEC’s annual reports over the past three years indicate a low level of financial reporting by political parties. (9 December)
