OHCHR urges increased efforts to halt violence and achieve justice.
“Although the interim authorities have begun to address past violations, much more needs to be done,” spokesperson Thameen Al-Kheethan informed journalists in Geneva.
Summary executions and arbitrary killings
Since December, Syria’s interim authorities have created national commissions for transitional justice and missing persons, among other initiatives.
A draft law on transitional justice has been proposed, with trials commencing regarding the deadly coastal violence in March.
“However, reports of summary executions, arbitrary killings, and abductions persist, primarily targeting certain communities and those associated with the former government,” he noted.
Minorities affected
Hundreds have died in the past year due to security forces, affiliated groups, former government elements, local armed groups, and unidentified individuals.
Other violations include sexual violence, arbitrary detentions, home destruction, forced evictions, and restrictions on expression and assembly.
Alawite, Druze, Christian, and Bedouin communities have been largely affected, with violence fueled by rising hate speech both online and offline.
Incursions by Israeli forces
“The past year saw repeated Israeli military actions, including incursions and further territorial occupation,” Mr. Al-Kheethan added.
OHCHR has received reports of civilian casualties, arrests, and home searches.
He mentioned that the integration of former armed groups into Syria’s new security forces lacks adequate human rights vetting.
Proper vetting is vital to prevent serious violators from joining and to avert further violations.
Accountability essential for Syria’s transition
“All violations, past and present, must be independently and transparently investigated, and those responsible held accountable,” he stated.
UN High Commissioner for Human Rights, Volker Türk, has urged authorities to address the root causes of violations.
He emphasized that accountability, justice, peace, and security for all Syrians are essential for a successful transition.
