Prague – The Czech Ministry of Defense plans to submit a proposal to the European Commission for the allocation of up to 52 billion crowns from a loan under the SAFE program (Security Action for Europe). This funding is intended for the procurement of Leopard 2A8 tanks, Tatra T-815 vehicles, and part of the D11 highway construction. The ministry confirmed this today in response to an inquiry from ČTK. Nineteen countries, including the Czech Republic, have sought loans from the SAFE initiative, but they must provide project-specific plans to the commission by November 30.
“We will deliver a plan to the European Commission by the deadline, detailing the use of up to 52 billion crowns from the SAFE loan for Leopard 2A8 tanks, Tatra T-815 vehicles, and portions of the D11 highway,” stated the ministry. The plan is designed to ensure that the loan funds are applied to aspects of the mentioned projects that adhere to SAFE regulations.
In September, the European Commission indicated that the Czech Republic could access over two billion euros (50.1 billion crowns) from the SAFE program. Across all 19 applicant countries, a total of 150 billion euros (3.7 trillion crowns) has been earmarked by the commission. Outgoing Prime Minister Petr Fiala (ODS) had announced in July that the SAFE tool could facilitate the financing of German Leopard 2A8 tanks. The Ministry of Defense finalized a contract for the tanks in September.
The SAFE initiative is aimed at enhancing the defense capabilities of the European Union, aiding member states in addressing critical shortages, and facilitating joint procurement of defense products. The program will offer long-term, low-cost loans to assist member states in acquiring essential military equipment. It is also accessible to Ukraine in collaboration with at least one EU country, as well as to Norway, Switzerland, and nations with defense partnership agreements with the EU.
