
BRUSSELS – President of the European Council, António Costa, assured the Ukrainian President of a forthcoming “political decision” from Europe to bolster Ukraine’s financing over the next two years, with the Ukrainian leader expressing satisfaction over the growing pressure on Russia.
“We will make the political decision today to secure Ukraine’s financial needs through 2026 and into 2027. We will continue working on the technical specifics with the European Commission, but the crucial element is the political decision and the clear message to Russia,” Costa stated upon his arrival at the European summit in Brussels with Volodymyr Zelensky.
In joint remarks with the Ukrainian President, who will take part in the initial segment of the European Council meeting, the head of the EU institution comprising the member states’ leaders emphasized: “We are not fatigued and remain committed to supporting Ukraine diplomatically, politically, militarily, and financially. This is the primary message for Russia.”
The EU is finalizing a proposal concerning the loan of reparations derived from the frozen assets of the Russian central bank, intended to address Kiev’s financial requirements, and today’s goal is to authorize the European Commission to advance its proposal.
“Russia must recognize that it needs to stop killing civilians, cease destroying civilian infrastructure, end the war in Ukraine, and embrace all diplomatic efforts, particularly those of President [of the United States, Donald] Trump for peace negotiations,” outlined António Costa.
“It is now evident that President Zelensky is open to a ceasefire and negotiations. We need Russia to reciprocate, and last week, President Trump generated welcome expectations, yet unfortunately, there is only one individual [the Russian leader, Vladimir Putin] who does not comply,” the former Portuguese Prime Minister added.
Beside him, Volodymyr Zelensky expressed gratitude for the approval of the 19th package of sanctions against Russia earlier today, following the lifting of the Slovak blockade, highlighting the increasing challenges Russia faces in financing its war against Ukraine. (23/10/25)
