The Security Council, responsible for maintaining international peace, holds significant power, including imposing sanctions and authorizing military action. Unfortunately, its veto system often blocks action, drawing criticism for being unrepresentative and lacking voices from regions like Africa and Latin America.
Guterres emphasized the importance of honoring the faith of those who look to the Council to end wars, stating that without a reformed Security Council, the world is in danger. During a debate, Russia praised the UN but criticized Western governments, while Guyana highlighted the need for greater global representation. The US called for operational reform and a merit-based selection for the next Secretary General.
Guterres urged Council members to listen to global citizens’ cries for peace and security, stressing the importance of the UN’s emblem that symbolizes peace. He acknowledged the Council’s successes but emphasized its fragile legitimacy, calling for expanded membership and discussions on limiting veto use.
Russian Ambassador Nebenzia highlighted the divisive nature of Western powers, while Guyana’s Ambassador called for reform, advocating permanent seats for Africa and Latin America. The US Ambassador focused on accountability, calling for a UN that serves member states and emphasizing merit-based selection for the next Secretary General.
Guterres recalled a poignant moment from the UN’s early days, urging ambassadors to honor the trust of people like Paul Antonio, a mechanic who believed in the UN’s mission.
