Implementing different age requirements poses challenges, particularly when teens travel between countries.

3. What’s the right age?

A debate continues over the ideal minimum age, with 15 and 16 as the main options.

Denmark, France, and Greece favor 15 and above, with Denmark planning to enforce parental controls for those under 15. Spain supports a digital age of majority at 16, as does Slovakia. Australia has already set the minimum age at 16.

Many countries remain undecided. In September, Germany established an expert commission to explore the best path forward.

Estonia and Belgium did not sign the widely supported declaration. Estonia prefers enforcing current rules like the GDPR and investing in education. “Estonia believes in an information society and including young people in it,” stated Estonia’s minister of justice and digital affairs, Liisa-Ly Pakosta.

Belgium faces regional challenges, with the Flemish region vetoing the declaration. Belgian minister Vanessa Matz emphasized continued “determination to advance this fight for a safer internet.”
