On Wednesday, Emergency Relief Coordinator Tom Fletcher stated that following the gathering of world leaders in Sharm el-Sheikh to support the US-led peace initiative, “this is a moment of great but precarious hope.” He noted the public’s desire for peace among Palestinians, Israelis, and people across the region and emphasized the importance of fully implementing the agreements made.
UN humanitarian operations have begun to increase after months of delays, delivering essential supplies such as food, medicine, fuel, water, cooking gas, and tents to those in need.
However, Fletcher warned of renewed setbacks that threaten to undermine progress. He urged efforts to ensure that such setbacks do not hinder the peace initiative advocated by President Trump, the UN Secretary-General, and other leaders. Fletcher called on Hamas to return all deceased hostages’ bodies and expressed concern over violence against civilians in Gaza.
He also urged Israel to allow a significant influx of humanitarian aid, suggesting additional border crossings and removal of logistical barriers to ensure aid reaches those in need. “Facilitation of aid is a legal obligation,” stressed Fletcher, rejecting any interference with aid distribution.
His appeal coincided with the UN human rights office (OHCHR) reporting new allegations of serious abuses in Gaza, including summary executions and unlawful killings of civilians. Since October 10, armed clashes between Hamas-affiliated groups and rival factions have escalated, according to OHCHR. Video footage released by the Sahm Unit, reportedly linked to Gaza’s Interior Ministry, showed the public execution of eight men alleged to be part of a family militia. OHCHR labeled such acts as “war crimes” and reminded Hamas of their duty to prevent and repress violations or abuses by its members.
Meanwhile, reports indicated Israeli forces opened fire on Palestinians attempting to return to their homes in eastern Gaza City on October 14, resulting in three deaths. OHCHR recorded 15 Palestinian deaths in similar incidents since October 10. “The situation in Gaza remains precarious and uncertain,” stated Ajith Sunghay, head of OHCHR in the Occupied Palestinian Territory, highlighting the need for the ceasefire to hold and progress towards recovery and Palestinians’ right to self-determination.
