EU Allocates 60.2 Billion Euros to Romania in Multiannual Financial Framework 2028-2034

Brussels – On Friday, the European Commission unveiled the allocations for member states under the Multiannual Financial Framework (MFF) for 2028-2034, following its proposal of a 2 trillion euro budget for the European Union earlier in the week.

The Commission’s allocation proposal under the MFF 2028-2034 suggests that Romania will receive a total of 60.2 billion euros. This includes a general allocation of 54.6 billion euros, along with 1 billion euros dedicated to migration, security, and internal affairs, and 4.6 billion euros earmarked for the Social Climate Fund (SCF).

In comparison, Romania had access to around 46 billion euros in the previous MFF (2021 – 2027).

Nearly half of the proposed 2 trillion euro budget, specifically 865 billion euros or 48%, is allocated for national and regional partnership plans. These funds are intended to support various policy areas, including regional development, rural and coastal assistance, border management, social policy, food security, migration, and internal security.

Moreover, member states will have access to additional budget lines, such as the 450 billion euro Competitiveness Fund, which focuses on innovation, resilience investments, security, defense industry, and space technologies.

This fund includes 131 billion euros specifically set aside for investments in defense and space, marking a significant fivefold increase in EU funding compared to the previous MFF.

The Commission’s budget proposal aims to align EU funding with political priorities, ensuring impactful results that national budgets alone cannot achieve. The new long-term budget is designed to integrate EU funds utilized by member states and regions within a unified strategy, centered around cohesion and agricultural policies.

This proposal initiates a lengthy negotiation process anticipated to span at least two years, with the first discussion scheduled for Friday, during a meeting of European affairs ministers in Brussels. (18.7.2025)
