Human Rights Defenders: Key to Conflict Resolution, Says Türk
For many individuals, safeguarding human rights transcends the realm of occupation—it is a profound calling. High Commissioner for Human Rights Volker Türk highlighted the unwavering commitment of these defenders, stating that many act “out of a deep sense of service to others, and a desire to make a meaningful impact.”
Operating in areas marred by conflict and strife, human rights defenders play a vital role. They support detainees and victims of torture, deliver critical emergency relief, document violations, and unearth the root causes of unrest.
“Human rights defenders are key to conflict resolution. They are the messengers of dignity, justice, and peace,” Mr. Türk affirmed.
However, their indispensable work comes at a high price. Human rights defenders frequently face “unacceptably high” levels of danger, including threats and attacks that, in some cases, constitute war crimes.

Rising Threats
Journalists and humanitarian workers are increasingly vulnerable to being killed, kidnapped, harassed, or detained. Women defenders, in particular, face unique risks, such as sexual violence, online harassment, and threats targeting their families.
Mr. Türk underscored the critical importance of ensuring their safety, emphasizing that doing so is not only a legal obligation but also a crucial step toward fostering peace and justice.

A Growing Global Backlash
Alarming trends, such as the criminalization of dissent, violent suppression of peaceful protests, and restrictions on non-governmental organizations (NGOs), are intensifying the challenges faced by human rights defenders.
These adversities often force defenders to flee their home countries, leaving them vulnerable to new forms of persecution in exile, including online surveillance and harassment.
“The full impact of digital technologies on the work and safety of human rights defenders is not yet known,” Mr. Türk cautioned, underscoring the urgency of addressing these emerging threats in the digital age.

Urgent Action Required
Mr. Türk called on governments around the world to take bold and concrete measures to protect human rights defenders. This includes creating well-funded national protection systems, supporting cross-border civil society networks, and responding swiftly to impending threats.
He stressed that defenders cannot bear the weight of these risks alone. Measures must include supporting at-risk NGOs and countering attempts to label defenders as “terrorists, foreign agents, or traitors.”
“We must do everything we can to make sure [defenders] can operate safely wherever they are,” Mr. Türk concluded, calling for collective responsibility to protect those who dedicate their lives to justice and human dignity.
