Yemen Aid Response Strained by Funding Cuts Amid Growing Needs

The December humanitarian update from OCHA reports that Yemen’s 2025 Humanitarian Needs and Response Plan is only 25% funded, leading to reduced life-saving services in all sectors despite increasing needs. Health and protection services are severely impacted, putting vulnerable communities at risk. The health system is near collapse, with 453 health facilities facing closure since January last year across 22 governorates due to conflict and underinvestment. This situation is exacerbated by food insecurity, malnutrition, unsafe water and sanitation, and repeated disease outbreaks. Both government and Houthi-controlled areas are affected, limiting access to basic healthcare, maternal services, and emergency treatment. Food security and nutrition are critical issues, as funding shortfalls hinder assistance while families struggle with food affordability and recovery from climate shocks like floods in Marib governorate. A coordinated flood response demonstrated the efficacy of shock-responsive cash assistance, but sustained resources are necessary for such initiatives. Despite challenges, OCHA emphasized the importance of the Yemen Humanitarian Fund and community-based projects for supporting displaced families. Yemen continues to face conflict between Houthi rebels and the Government, with the potential for renewed hostilities. OCHA calls on donors to increase support to prevent further service closures, which would have dire effects on the vulnerable population.
