Why EU Foreign Policy Faces Persistent Stalemates

Divergences in EU foreign policy are becoming increasingly apparent as unanimity falters.

Zoya Sheftalovich and Ian Wishart explore the mounting frustration with the EU’s method of crafting foreign policy, especially as disagreements arise regarding Ukraine funding, Russia sanctions, and the conflict in Iran. With Germany and Sweden spearheading efforts to discard the requirement for unanimity in foreign and security policy, a crucial question emerges: Can the EU maintain unity in crucial situations?

They also examine the repercussions of the Iranian conflict on Europe. The region is experiencing rising energy costs and jet fuel shortages, prompting countries like Italy to independently secure resources, thereby challenging EU-wide coordination.

Additionally, Brussels confronts a unique issue: the fur industry. The Commission is considering its response to a citizens’ petition, signed by over 1.5 million people, calling for an EU-wide ban on fur. Despite the industry’s decline, public pressure, and advice from scientific advisers, the Commission seems hesitant to implement a complete ban.
