Two weeks before meeting with Altman, Kyle told a California AI industry conference that the U.K. would be an “agile, proactive partner” for tech firms, inviting them to develop their technology in the country.
However, Kyle expressed “regret” last week over the U.K. government’s communication regarding AI and copyright. The government’s preference for requiring copyright holders to “opt out” of AI model training caused controversy among artists and creative groups.
Meanwhile, OpenAI argued that an “opt out” model doesn’t sufficiently encourage AI investment in the U.K. and has also resisted transparency obligations for AI firms.
In November, Kyle suggested the U.K. should show “humility” and employ “statecraft” when dealing with U.S. Big Tech companies.
The Department for Science, Innovation and Technology and OpenAI have been contacted for comment.
