Spain proposes EU limit on non-residential home purchases in the Canary Islands

The Ministry of Foreign Affairs has proposed a set of measures to Brussels aimed at simplifying regulations for the EU’s outermost regions (ORs), which include nine territories from France, Portugal, and Spain, entitled to special treatment under EU treaties, as stated by Minister of Territorial Policy, Ángel Víctor Torres.

Canary Islands Government Seeks Specific Measures

The Canary Islands Government has also reached out to the European Commission, requesting unique provisions for ORs regarding housing to mitigate rising costs. Their focus is on restricting or limiting property purchases by non-resident foreign nationals.

President Fernando Clavijo visited Brussels to advocate for this cause, emphasizing that one in four homes sold in the Canary Islands is acquired by foreign buyers.

He pointed out the region’s limited and fragmented territory, stating that real estate market pressures disproportionately impact local residents.

The Spanish Government had yet to respond to Clavijo’s request, apart from confirming it would be under consideration, but has already submitted its own proposal for the ORs, specifically addressing the Canary Islands.

“We propose limiting housing acquisitions in ORs for non-residential use through legislative measures, aimed at reducing prices and increasing access for young people and other disadvantaged groups,” Minister Torres explained in a statement released by his office on Wednesday.

Additional Considerations

Spain’s engagement in the discussion regarding the future of OR regulations also touches on issues pertinent to the Canary Islands, such as the primary sector, immigration, and state aid.

For the primary sector, Spain emphasizes the importance of the Programme of Options Specifically Relating to Remoteness and Insularity (POSEI), stating it is crucial for the region’s primary sector.

The proposal, backed by the Ministries of Agriculture and Finance, underscores the strategic significance of the primary sector in ORs, particularly in the Canary Islands, and calls for the maintenance of POSEI’s unique attributes with adequate funding, as well as streamlined administrative processes.

The Ministry of Territorial Policy, which prepared the document for Brussels, is also requesting sustainability measures for the primary sector, including rules for the urgent renewal of the small fishing fleet in ORs and amendments to EU regulations to permit ‘de minimis’ aid for safety and sustainability improvements on fishing vessels under 12 meters.

Migration Concerns

Spain is advocating for measures to “facilitate the redistribution of minors and the transfer of migrants from ORs to mainland Europe, preventing their concentration in these areas while ensuring a suitable legal framework.”

In 2025, the Canary Islands managed the care of nearly 6,000 African minors arriving by boat, and they are now beginning to be redistributed to other Spanish regions following a recent reform in Immigration Law.

Spain is also requesting a more flexible framework for state aid approval in the Canary Islands and other ORs, without caps on amounts, sectors, or time limits, provided it does not compromise the internal cohesion of the Union.

Finally, Spain encourages Brussels to utilize the outermost regions as a testing ground for legislative innovations in a controlled setting, simplifying regulations and alleviating burdens prior to their broader implementation across the Union.

  1. Isn’t it charming how the Canary Islands are trying to keep their homes for locals while foreign buyers treat it like a real estate buffet? 🏖️ Who knew limiting house purchases could be the hottest ticket in town? 😂

Oh, brilliant! Nothing says “we value local residents” quite like limiting their ability to buy homes while ensuring foreign buyers get the red carpet treatment. Can’t wait to see how that goes down at the next tapas night! 🍷🏠

Seems like Spain’s found a way to keep the locals in their own homes—how quaint! 🙄 Next, they’ll be suggesting we limit tourists to just one sunbed each.

So Spain’s cooking up a little property diet for foreigners in the Canaries, eh? Guess they think the locals need breathing room more than the sun-seekers do. 😂🏝️

Honestly, limiting house purchases in the Canary Islands feels like trying to put a rubber band around a volcano – good luck with that! 🏡💥 As if the rich aren’t already laughing all the way to their sunbeds!

So, let me get this straight: Spain wants to limit foreign buyers in the Canary Islands to help locals, while simultaneously sending out a welcome mat to every holidaymaker with a wallet? Classic! 😂🏖️

Sure, because who wouldn’t want to make it harder for foreigners to buy property in paradise? Next, they’ll be limiting how many piñas coladas a tourist can have on the beach! 🍹😂

So, Spain’s tackling the pesky foreigners buying up all the sunbaked real estate in the Canaries, eh? Guess it’s time for the locals to finally get a shot at a slice of paradise instead of just watching from the taxi🚕!

Looks like Spain’s taking a stab at keeping the Canaries just for the locals—because nothing says ‘European unity’ like locking out the outsiders, right? Cheers to a future where only the sun might enjoy the real estate market! 🌞🏡

So, Spain’s solution to skyrocketing home prices in the Canaries is to tell foreigners to take a hike? Brilliant! Just when you thought property was a free-for-all, here comes the EU with its ‘special treatment’ – must be nice to be in the club! 🏖️💼

Limiting foreign homebuyers in the Canaries? Brilliant! Because who wouldn’t want to keep the sun and beaches all to themselves while pretending to care about locals? 😏🏖️

Seems like the Canary Islands are on a mission to keep the foreign property hunters at bay—because who needs more tourists when you can just have locals fight over overpriced shacks, right? 🏝️💸

Seems like Spain’s got it all figured out—let’s just put a “no entry” sign on the Canary Islands for those pesky foreigners. Brilliant move, mate! 🏡✌️

Typical Spain, isn’t it? Trying to keep the “foreign invasion” of holiday homes at bay while probably plotting the next fiesta for the locals. 🍹🏡

Oh, limiting non-residential home purchases in the Canaries? Brilliant! Because nothing says “let’s attract tourists” like telling them they can’t buy a house. 🙄🏝️

Oh sure, let’s limit foreign buyers in the Canaries—because nothing says “let’s attract tourists” like a real estate policy straight out of a bureaucratic fairy tale! 🏝️🇪🇸

  18. Gullyway Avatar

Oh, splendid! Because limiting foreign buyers in the Canary Islands is just what we need to ensure young locals can afford their own slice of paradise, right? More bureaucracy, less sunshine—cheers to that! 😂🏝️

Looks like Spain’s got a brilliant plan to keep the Canaries for the locals—who knew limiting foreign buyers was the new way to “support” the economy? Just what we need, more bureaucracy to make paradise even harder to buy! 😏🏝️
