“This troubling reality calls for renewed commitment to turn recent diplomatic progress into lasting peace,” Xia stated.

Progress in Diplomatic Efforts

Xia welcomed recent developments in peace negotiations associated with the Nairobi and Luanda processes, supported by the African Union (AU), East African Community (EAC), and Southern African Development Community (SADC). A roadmap adopted on 24 March, which includes a facilitation team with two African women, marks a milestone in peacebuilding efforts.

He praised Angolan President João Lourenço’s role in facilitating dialogue between the DRC and Rwanda, especially efforts to lift Rwanda’s defensive measures and address the threat posed by the FDLR armed group.

The envoy also acknowledged the Doha initiative, led by Qatar, and recent meetings between the presidents of Rwanda and the DRC, including negotiations involving the M23 rebels.

“All of this shows that peace remains possible,” Xia said, highlighting the Congolese government’s willingness to engage directly with the M23 as an encouraging step. He called for an immediate, unconditional ceasefire and the opening of humanitarian corridors as top priorities for ongoing negotiations.

Urgent Need for Enhanced Coordination

Xia emphasized that collaboration between international and regional strategies is crucial. “By aligning efforts, we can build on existing achievements and develop a unified vision for peace,” he said.

He also warned that without addressing the root causes of instability, peace initiatives could falter. “We are seeing competing political and security interests, the presence of numerous armed groups, illegal exploitation of natural resources, and a lack of state authority,” he warned.

Xia urged the Security Council to fully leverage its influence to support peace initiatives and reiterated his office’s commitment to enhancing economic, security, and judicial cooperation across the Great Lakes region.

Alarming Rise in Violence Against Children

UNICEF Executive Director Catherine Russell also briefed the Council, warning of increased violence against children amid the deteriorating humanitarian situation in eastern DRC. “In just the first quarter of this year, verified grave violations have doubled compared to early 2024,” she reported.

These violations include indiscriminate attacks, child soldier recruitment, mass abductions, and widespread sexual violence. More than one million people—including 400,000 children—have been displaced since January in Ituri, North Kivu, and South Kivu provinces, adding to the five million already living in displacement camps.

Conditions in these camps are overcrowded and unsanitary, increasing the risk of disease outbreaks like cholera, measles, and mpox. Russell also revealed that 40 per cent of nearly 10,000 reported sexual violence cases in January and February involved children. “During the peak of the conflict, a child was being raped every 30 minutes,” she said.
