
Andreas Schieder, the European Parliament’s Permanent Rapporteur for Albania, expressed optimism today regarding Albania’s ability to finalize all negotiation chapters for EU integration by 2027.
During a press conference at the Council of Europe in Tirana, Schieder revealed that the final negotiation chapter is anticipated to open in November, indicating that Albania will be engaged in discussions on all chapters.
“This suggests that 2026 will be the year for the sequential closure of these chapters. It is a rigorous process, with the European Commission conducting assessments while the Council and the European Parliament provide approval based on whether the conditions have been satisfied,” he stated.
Schieder is confident that most chapters will be completed next year, with full closure expected by 2027.
He emphasized the significance of law implementation, noting, “Opportunities exist if necessary measures are enacted. Albania, situated in the heart of Europe, attracts many EU tourists interested in experiencing modern life in Albania, indicating potential for growth.”
Schieder pointed out that Albania faces challenges such as combating corruption and organized crime, as well as establishing a professional judicial system to fully integrate into the European system.
He acknowledged progress in this area, observing that Albania is taking the matter seriously and investigating individuals regardless of their political affiliations or business status.
Addressing the Justice Reform and the role of SPAK, he noted that Albania has adopted a radical approach to reform.
“This leads to substantial political debate, but adhering to European standards necessitates that the judicial system be managed by prosecutors, judges, and legal experts, free from political interference,” Schieder added.
Andreas Schieder participated in the 20th meeting of the Albania-EU Stabilization and Association Parliamentary Committee, which spanned two days in Tirana.
The concluding statement of the meeting highlighted the ongoing need for reforms to facilitate Albania’s progress towards EU membership, with anticipation to open the final negotiation chapter before year-end.
To date, Albania has opened 5 of the 6 negotiation chapters with the EU and aims to complete them by 2027, targeting EU membership by 2030. (October 31)
