Poland Upholds Its Opposition to the European Commission’s 2040 Climate Target

Poland continues to oppose the European Commission’s proposed climate target for 2040, which aims for a 90% reduction in greenhouse gas emissions in the EU compared to 1990 levels. Deputy Climate Minister Krzysztof Bolesta stated that Poland can only achieve a maximum reduction of 83% at significantly high costs.

The European Commission introduced this target in July, with strong backing from Commission President Ursula von der Leyen during her State of the Union address in September. The proposal calls for greenhouse gas emissions to be 90% lower than in 1990 by 2040.

This issue was addressed at a recent meeting of climate ministers from EU member states in Brussels. Bolesta remarked, “Our analyses indicate that Poland can reach a maximum of 83% reduction at very high costs, making the target extremely challenging for us. There will be no vote today, which Poland, along with other countries, has advocated for, and we are pleased about that. This matter will proceed to the European Council in October.” (18.09.2025)
