The Parliament condemns the Israeli government’s obstruction of humanitarian aid, leading to famine in Northern Gaza, and calls for border crossings to be opened. It urges reinstatement of UNRWA’s mandate and funding with oversight, opposing the current aid system.
MEPs express alarm over food shortages and malnutrition due to restricted aid and emphasize the need for access to essentials like food, water, and medical supplies. They call for infrastructure restoration and respect for humanitarian obligations under international law.
Israel’s Right to Self-Defence
MEPs call for a ceasefire and release of Israeli hostages in Gaza, urging the EU to pressure Hamas through diplomatic means. The Parliament condemns Hamas’ crimes against Israel and demands sanctions on the group, reaffirming Israel’s security and self-defense rights under international law. However, they stress that Israel’s defense actions should not be indiscriminate and criticize military operations causing civilian suffering, while condemning Hamas’ use of human shields.
Investigation into Violations of International Law
The resolution supports suspending EU support and the partial suspension of the EU-Israel trade agreement. MEPs call for investigations into war crimes and accountability for responsible parties. They back EU sanctions against violent Israeli settlers and activists in the West Bank and East Jerusalem, and sanctions on Israeli ministers Bezalel Smotrich and Itamar Ben-Gvir.
Support for the Two-State Solution
Parliament urges EU institutions and member states to promote a two-state solution before the UN General Assembly. It calls for Gaza’s demilitarization, exclusion of Hamas from governance, and restoring a reformed Palestinian Authority. MEPs argue for Hamas to lose political and military control in Gaza and encourage enforcement of International Criminal Court warrants.
Parliament emphasizes a Palestinian State’s establishment as vital to peace, Israel’s security, and regional normalisation, suggesting member states consider recognizing Palestine in support of a two-state solution.
The resolution passed with 305 votes in favor, 151 against, and 122 abstentions.
