
Kaja Kallas, the head of EU diplomacy, asserted that NATO membership represents the most effective and cost-efficient security guarantee for Ukraine, as it “genuinely deters Russia.” However, since this option is currently not viable, she posed the critical question of whether there is a readiness to deploy troops to the region.
During her remarks at the Munich Security Conference, Kallas stated, “The strongest security guarantee that truly works is NATO membership. It also happens to be the least expensive option for ensuring security as it effectively deters Russian aggression.”
She continued, pointing out that since NATO membership is not on the table, the 27 EU countries must confront what they genuinely mean when discussing security guarantees. “Are we prepared to send our troops there? Are we willing to supply capabilities and ammunition, and if so, in what amounts, to truly mitigate the risk of future conflicts and wars?” Kallas questioned.
Kallas referenced a speech by U.S. Vice President J.D. Vance, who highlighted that the greatest threats to Europe do not arise from Russia or China but stem from internal issues, as Europe has strayed from its fundamental values.
Kallas emphasized that Russian President Vladimir Putin “does not genuinely seek peace,” making it essential for him to change this mindset. When questioned about U.S. President Donald Trump’s comments following a conversation with Putin, indicating that the Russian leader desires peace talks, Kallas pointed to recent Russian attacks on the decommissioned nuclear power plant in Chernobyl. “If Putin truly wanted peace, he would halt the bombings of Ukraine,” she asserted.
