Italy is taking a central, operational role in the European Union’s efforts to revamp its approach towards migration, hosting a crucial pilot test of the new EU screening process on the island of Lampedusa. The exercise, conducted in cooperation with FRONTEX, the European Union Agency for Asylum (EUAA), and EUROPOL, is a key preparatory step for the full implementation of the EU Pact on Migration and Asylum.
Pilot Initiative Seek to Harmonize Border Management
The two-week test, which concluded recently, focused on evaluating the new Screening Toolbox, a set of standardized procedures designed to be applied at the EU’s external borders. Joint Screening Teams assessed new arrivals, applying protocols that include health and vulnerability checks, identification, biometric registration, and security screening.
Italian authorities, led by the Ministry of Interior, see the pilot as a demonstration of their “strong commitment to European cooperation”. The exercise aims to improve inter-agency coordination and streamline the process before the comprehensive EU Pact measures are due to take effect in June 2026. The practical application on Lampedusa, a primary arrival point for irregular migrants, provides a crucial, real-world testing ground for the future EU-wide system.
Rome Urges Allies to Strengthen Migration Returns and Safe Country Policies
Beyond the technical implementation, Italian Prime Minister Giorgia Meloni has also been actively coordinating with other EU leaders to push for a tougher and more effective external dimension to the EU’s migration policy.
On the sidelines of a recent European Council meeting, Italy hosted a gathering of dozen other member states focused on innovative solutions for the “orderly management of migratory flows”. PM Meloni’s government has been vocal in advocating for accelerating negotiations on two main areas:
- The Return Regulation – aimed at making the return of rejected asylum seekers more efficient.
- A European list of safe countries of origin, which would simplify and speed up asylum procedures for arrivals from those nations.
The European Commission has reportedly proposed clear political support for Rome’s proposal in this area, indicating a potential shift towards greater collective action on returns and external border control within the EU framework.
Italy’s dual approach – piloting the new screening at its border while simultaneously pressuring partners for policy reform – underscores the nation’s pivotal proposition in shaping the future of European migration management.
