Italy, EU heavyweight, joins Belgium in opposing Russian frozen assets plan

Belgium’s government is concerned about being responsible for repaying funds if Russia demands them back, lacking strong support before the December summit. Italy has shifted the diplomatic landscape by working with Belgium, Malta, and Bulgaria on a document urging the Commission to find alternative ways to use Russian assets for Ukraine’s financial stability. These countries recommend exploring less risky options that comply with EU and international law to meet Ukraine’s financial needs through an EU loan facility or other solutions. This approach suggests issuing joint EU debt for Ukraine, but critics highlight issues such as increasing Italy and France’s debt burdens and the need for unanimous approval, which Hungary’s Viktor Orbán could veto. Although these four countries cannot form a blocking minority, even with Hungary and Slovakia, their stance challenges the Commission’s resolve to secure a political agreement soon.
