
On the International Day of Missing Persons, the scientific symposium titled “The Border of Hope and Death 1944-1991 – Shkodra Confronting the Past” took place at the “Luigj Gurakuqi” University in Shkodër, organized by the Authority of Files.
EU Ambassador Silvio Gonzato attended the symposium, commemorating the thousands of Albanians who lost their lives seeking freedom across the border and those who vanished under the harsh communist regime.
Since 2017, the European Union has been assisting Albania in identifying individuals missing during the communist era. The EU has collaborated with ICMP, the Authority of Files, and civil society to enhance coordination and increase public awareness.
“This day serves as a reminder of the many lost lives, as well as the families still in search of truth and justice. For Albania, addressing the legacy of border killings and disappearances during the communist regime is essential for dignity, justice, and fostering trust between citizens and institutions,” Gonzato stated.
He emphasized the need for political will, an effective legal framework, and concrete actions from relevant Albanian institutions to uphold the rule of law, urging the Council of Ministers to establish a coordinating mechanism for the search and exhumation of those killed during the communist regime.
“Confronting the past is a collective responsibility, where everyone must play a part,” the EU ambassador remarked during his speech.
The symposium also featured a welcoming address by Elisa Spiropali, Chairwoman of the Assembly.
Participants included former political prisoners from the communist era, their families, researchers, local governance representatives, religious communities, and members of civil society. (August 29)
